Laundry Service Provided by Independent Contractor

Tenant complained of a reduction in services based on reduction in laundry room service. Landlord claimed that it didn't provide the laundry service. The DRA ruled against tenant and dismissed the complaint. Tenant appealed and lost. Since the base rent date, the laundry room had continuously been owned, maintained, and operated by an independent contractor. The building laundry room facilities therefore weren't required services, because they weren't provided by landlord.
