Large Area of Missing Brickwork

Tenants complained of a reduction in building-wide services. An inspection showed there were missing bricks at the building's entryway. The DRA ruled for tenants and reduced their rents. Landlord appealed, claiming that this was a minor condition not warranting a rent cut. The DHCR ruled against landlord. Landlord didn't deny the findings in the inspection report. The entryway wall was missing bricks on both sides of the stairway leading into the building. On the left side a six-by-one-foot area was missing, and on the right side a five-by-one-foot area was missing.
