Landlord's Renewal Notice Not on DHCR Form

Landlord sued to evict rent-stabilized tenant for refusing to renew his lease. The court ruled against landlord. Landlord appealed and lost. The renewal lease offer wasn't made on the DHCR's renewal notice form and didn't include a rent stabilization rider. And tenant had in fact agreed to a two-year renewal. He just disputed the amount of additional security deposit owed. This wasn't grounds for eviction.
