Landlord's Relocation of Trash Receptacles Was Ordered by ECB

Rent-stabilized tenant complained of a reduction in building-wide services because landlord no longer collected trash on individual floors in the building. Instead, tenants were now required to bring trash to a central disposal area in the basement. Landlord argued that the change in the location of trash receptacles was needed because DOB had issued a violation and ECB issued an order directing landlord to remove its trash receptacles from the stairway landings. The DRA ruled against tenant, who appealed and lost.
