Landlord's Proof Insufficient

Landlord applied for MCI rent hikes based on the installation of a boiler/burner, apartment windows, and rewiring. The DRA ruled against landlord because landlord's application was incomplete. Landlord appealed and lost. Landlord didn't give a valid reason why no contracts were available from either its window contractor or rewiring contractor. The contract submitted for the boiler/burner installation was unsigned and didn't indicate the price for the proposed work. The invoice for the boiler didn't indicate if the listed amount was paid in full. There were other inconsistencies in landlord's proof of payment for the work performed. Overall, landlord's proof of the cost of the work done was insufficient, and no MCI increases could be granted.
