Landlord's Name Not Stated on Violation Notice

The DOB issued a violation notice to landlord for not maintaining the building's elevator. Landlord claimed that it wasn't properly named in the notice. The ALJ ruled for landlord and dismissed the violation notice. DOB appealed. The ECB ruled against DOB. The violation notice listed ì2765 Kingsbridge Terrace c/o DBL Operating Corp.î as the owner. But 2765 Kingsbridge Terrace was only the building address, not landlord's name. DBL Operating Corp., on the other hand, was part of landlord's mailing address and also wasn't landlord's name. An address can't be charged with a violation.
