Landlord's Fuel Costs Increased in 2006

The DRA suspended landlord's fuel cost adjustments for 2007 because landlord previously got a fuel cost adjustment and failed to file a 2007 report of fuel price decrease on time. The DRA revoked the cumulative fuel cost adjustment for rent-controlled tenants for 2007 and ordered that any fuel cost adjustments paid during that period be refunded or credited to tenants. As of Jan. 1, 2008, the fuel cost adjustment would be restored, minus $0.39 per room per month. Landlord appealed, pointing out that it converted from oil to gas heating before 2006.
