Landlord's Disability Doesn't Excuse Dirty Sidewalk

DOS issued a violation notice to landlord for a dirty sidewalk in front of the building. Landlord protested, but the ALJ fined landlord $100. Landlord appealed. Landlord lived in the building. He claimed that he was disabled and couldn't go outside in extreme weather. ECB ruled against landlord. Landlord remained responsible for keeping the sidewalk clean, even if disabled, and must make alternate arrangements for cleaning.
