Landlord Wasn't Properly Served

HPD sued landlord to force correction of housing violations. Landlord claimed that it wasn't properly served with HPD's order to show cause and that the complaint should be dismissed. The court ruled for landlord and dismissed the case. HPD's process server made only two attempts to personally deliver the pleadings to landlord before making substituted service. This wasn't a diligent effort. New York County courts usually require three attempts at personal service.
