Landlord Wants to Install Stereo System

As part of a renovation of a vacant rent-stabilized apartment, landlord considered installing a surround-sound stereo system. Landlord asked the DHCR if this would qualify as an individual apartment improvement subject to a 1/40th rent hike. In an opinion letter, the DHCR said yes. The DHCR also pointed out that once added to the apartment, the improvement would become a required service and landlord would have to repair or replace the system in the future, when required.
