Landlord Wants to Charge Fee for Storage Bins

Landlord wanted to discontinue the existing storage area in the building's basement and charge a fee for storage space. The general storage area consisted of a single room where tenants could leave items. Only a few tenants used the space, and there was no specific rider or other written agreement provided. In an opinion letter, the DHCR said that the storage space currently provided was minor, so it could be eliminated. If landlord then wanted to provide individual storage bins for a fee, it could set a first rent for those bins that would be subject to rent guidelines increases.
