Landlord Violated Court Order

Tenant sued landlord, claiming lack of hot water. Landlord signed a settlement agreement in court, requiring it to provide sufficient hot water to tenant's apartment. Tenant and HPD later claimed that landlord violated the so-ordered agreement. The court ruled for tenant and fined landlord. Landlord appealed and lost. Evidence produced at a hearing before the lower court showed that landlord violated the court's order.
