The DRA found that landlord didn't submit a certificate of electrical inspection and registra- tion documentation from DEP. Landlord appealed, claiming that it needed more time to submit these records because there was a backlog at DOB and other agencies. Landlord later submitted the required certificate of electrical inspection and DEP registration records. The DHCR ruled for landlord.
