Landlord Submitted Incomplete Application

Landlord applied for MCI rent hikes based on the installation of new windows building-wide. The DRA denied landlord's application because it was incomplete. Landlord appealed, arguing that he was willing to submit the missing documents. The DHCR denied the application. Landlord's application contained several inconsistencies, and didn't include proof of payment for the MCI work.
