Tenant complained of a rent overcharge in 1993 and claimed that landlord hadn't registered his apartment with DHCR in 1984 or 1985. The DRA ruled for tenant based on landlord's failure to file the initial 1984 registration (form RR-1). Landlord appealed, claiming it had submitted proof of the filing of the RR-1 and service on tenant in August 1984. The DHCR ruled for landlord. Landlord had submitted sufficient proof of service and filing of the RR-1 form.
