Landlord applied to restore the rent based on a restoration of services. An inspection showed that the roof and basement doors were properly locked. The DRA therefore granted landlord's application. Tenants appealed, claiming that services remained inadequate. The DHCR denied tenants' PAR. The inspector's report confirmed landlord's claim that the roof door is locked from the inside with a hook-and-eye latch as permitted by the city's building code and housing maintenance code. Building staff was also alerted to keep the roof and basement doors locked at all times.
