Landlord Restored All But One Service

Tenant complained of a reduction in services. The DRA ruled for tenant and reduced her rent. Landlord later filed an application to restore the rent, based on the restoration of services. The DRA ruled against landlord, finding that there was blistering and peeling paint or cracked walls in several rooms of tenant's apartment. Landlord appealed, pointing out that the DRA already found that three of the items in question had been restored, in response to landlord's prior 2005 application to restore rent. The DHCR ruled for landlord. Tenant hadn't appealed the DRA's prior ruling.

Only one item remained to be repaired in order to get tenant's rent restored.
