Landlord Replaced Windows

Tenants complained of reduced building-wide services. An inspection showed that certain public area windows on the second, third, sixth, and tenth floors had cracked windowpanes and required replacement. The DRA ruled for tenants, and landlord appealed. The DHCR denied landlord's PAR, but granted landlord's request to reopen the proceeding based on landlord's showing that it had submitted proof of window replacement. On reconsideration, the DHCR revoked the rent reductions. Landlord showed that it had replaced 12 defective windows before the DRA issued its order.

Landlord had to find a new contractor and raise additional money to complete the window replacement
