Landlord Replaced Storm Windows with Thermal Windows

Tenant complained of reduced services. Tenant claimed that the new windows were inferior to the old windows, and that she didn't have the storm windows for which she'd been charged a rent increase. The DRA cut tenant's rent, finding nine windows missing storm windows. Landlord appealed, arguing that he didn't have to maintain storm windows when replacing storm windows with thermal windows. The DHCR revoked the rent cut. Once thermal windows are installed, storm windows are unnecessary and obsolete.
