Landlord Repaired Trip Hazard on Sidewalk

Tenants complained of a reduction in building-wide services based on a sidewalk trip hazard in front of the building. The DRA ruled for tenants and reduced their rents. The DRA later granted landlord's application to restore rents based on the restoration of services. Tenant appealed and lost. Tenant claimed that landlord hadn't repaired the defective sidewalk. But landlord had submitted photographs showing that a 6-foot-long crack had been repaired. And other tenants who responded to landlord's rent restoration application made no claim about the sidewalk repair work.
