Landlord Repaired Leaks

Tenant complained of a reduction in services based on leaks. The DRA ruled for tenant and reduced his rent. Landlord later applied for rent restoration based on restoration of services. Tenant acknowledged that the leaks had been fixed. The DRA ruled for landlord and restored tenant's rent. Tenant appealed, claiming that there were more leaks after he had acknowledged that the leaks had been fixed. The DHCR ruled against tenant. Tenant was now complaining about a new condition. If landlord didn't fix the new leaks, tenant could file a new complaint.
