Landlord Repaired Incinerator Chute Door

Tenant appealed, claiming that landlord's application didn't state that the incinerator chute door was restored. The DHCR ruled against tenant. Landlord's application stated that all conditions had been restored, and one of the conditions listed in the rent reduction order was a missing incinerator chute door on the sixth floor of the building.
