Landlord Removed Tenant's Roof Antenna

Rent-stabilized tenant complained of a reduction in services. The DRA ruled against tenant, finding that tenant had withdrawn his complaint. Tenant appealed and won. Tenant pointed out that he merely cancelled the DHCR inspection as unnecessary because landlord admitted that it had removed tenant's roof antenna and refused to allow tenant to reinstall it. Tenant had had use of a roof antenna since 1977. Tenant had informed the DRA that his television now worked only because landlord forced him to obtain cable TV service.
