The court ruled against landlord and dismissed its petition because landlord's June 1994 multiple dwelling registration statement listed only one partner and didn't provide certain site management information. Landlord appealed. The appeals court ruled for landlord and sent the case back for trial. The purpose of the registration was to give tenants and governmental authorities enough information to readily contact owners or persons responsible for the operation of buildings.

Landlord's registration statement stated the name, address, and phone number and landlord's sole general partner and its managing agent. There was also a confidential 24-hour emergency phone number. The omission of the name and phone number of a building manager or superintendent could be easily corrected, so the nonpayment proceeding shouldn't have been dismissed.
