Landlord Reduced Tenants' Access to Storage Space

Tenants complained of a reduction in building-wide services. They said that landlord reduced their access to storage rooms by changing the locks on the storage room doors and giving keys only to the building super and porter. The DRA ruled for landlord and reduced their rents. Landlord appealed, claiming that this change was minor and was made to enhance building security. The DHCR ruled against landlord. Previously, tenants had keys and were able to gain access to the storage rooms from 8 a.m. to 6 p.m. Now tenants had to find a building employee to get access. This wasn't a minor change.
