Landlord Provided Working Master TV Antenna

Tenant complained of a reduction in services, claiming that the building's TV master antenna was inadequate. The DHCR ruled against tenant and dismissed his complaint. Tenant appealed. The court and appeals court ruled against tenant. The DHCR's second inspection report supported its finding that landlord provided tenant with a functional TV master antenna.
