Landlord Provided Suitable Substitutes for Lobby Furniture

Tenant complained of a reduction in services based on landlord's removal of the building's lobby furniture. The DRA ruled for tenant and reduced his rent. Landlord later applied for rent restoration based on the installation of new lobby furniture. The DRA ruled for landlord, and tenant appealed. Tenant claimed that landlord hadn't provided the same furniture as before. Tenant claimed that the lobby originally had a decorative rug, sofa, two armchairs, and two matching side tables supporting two lamps.
