Landlord Provided Sufficient Clotheslines

Rent-stabilized tenant complained of a reduction in services based on landlord's failure to provide clotheslines. The DRA ruled for tenant and reduced his rent. The DRA later granted landlord's rent restoration application based on the restoration of services. Tenant appealed and lost. Tenant claimed that, under a prior court stipulation, landlord was required to provide two clotheslines. Landlord had installed only one.

Rent-stabilized tenant complained of a reduction in services based on landlord's failure to provide clotheslines. The DRA ruled for tenant and reduced his rent. The DRA later granted landlord's rent restoration application based on the restoration of services. Tenant appealed and lost. Tenant claimed that, under a prior court stipulation, landlord was required to provide two clotheslines. Landlord had installed only one. But the court stipulation stated only that tenant was to be "allowed wash lines." This established the tenant's right to have clotheslines, but didn't determined the number of required lines and didn't state that landlord had to provide them.
