Landlord Provided Locked Security Door to Building

Tenants complained of a reduction in services. The DRA ruled for tenants and reduced their rents. Landlord later applied for rent restoration based on restoration of services. The DRA denied the application for rent-stabilized tenants and partially granted the application for rent-controlled tenants. Tenants appealed, claiming that landlord hadn't restored all services. They claimed that there was no lock on the vestibule's security door. The DHCR ruled against tenants. An inspection found no defects to the vestibule door and working lock on the entrance door to the building.
