Tenant appealed, claiming that apartment improvements for which the DRA allowed landlord a 1/40th rent increase weren't properly or fully done. The DHCR ruled against tenant. Tenant didn't deny that any specific items were installed. Defects claimed by tenant weren't confirmed by a DHCR inspection. Landlord also proved that the claimed costs had actually been paid.
