Landlord Proved Renewal Lease Was Offered

Tenant complained that landlord didn't renew his rent-stabilized lease. Landlord submitted proof that it mailed the renewal lease offer to tenant on time. The DRA ruled for landlord, and tenant appealed, still claiming that he never received his renewal lease. The DHCR ruled against tenant. Landlord had a certificate of mailing from the Post Office showing that the lease was mailed. Tenant's renewal lease was deemed to start 90 days after landlord sent the renewal offer.
