Landlord Proved Quantity of Fuel Delivered

Tenant challenged landlord's 2003 fuel cost report. Tenant claimed that landlord reported an incorrect fuel quantity, leading to an incorrect fuel cost adjustment. The DRA ruled against tenant, finding that landlord proved that the quantity of fuel reported was correct, and that the monthly fuel cost adjustment per room was consistent with the amount landlord claimed. Tenant appealed, still questioning the quantity of fuel reported. The DHCR ruled against tenant. The DRA had sent tenant a copy of the utility bill landlord submitted as proof of the fuel quantity reported.
