Landlord Proved Prior Vacancy Increases Were Valid

Tenant complained of rent overcharge, claiming that her 2012 rent of $2,008 was more than double the prior tenant's rent. The DRA ruled against tenant, finding no overcharge. Tenant appealed and lost. On the 2008 base rent date, a prior tenant's rent was $860. Landlord charged the next prior tenant $1,660 under a vacancy lease and included a rent increase for individual apartment improvements (IAIs). Landlord submitted proof of the IAIs with a contractor's invoice and cancelled check.
