Landlord Proved It Made Improvements While Apartment Vacant

Tenant claimed a rent overcharge and asked the court to dismiss the case. Landlord claimed that the rent was legal and presented proof of new equipment and improvements made to tenant's apartment before tenant moved in. The court ruled for landlord and ordered tenant to pay five months' back rent within five days or face eviction.
