Landlord Proved He Made Reasonable Efforts to Clean

DOS issued a violation notice to landlord for not cleaning the area up to 18 inches into the street in front of his building. Landlord's wife said she cleaned daily and that the area was clean at the time of inspection. The ALJ ruled against landlord and fined him $50. Landlord appealed and won. The inspector reported that there was matted material at the curb in front of landlord's building at the time of the inspection. But landlord's wife had given detailed testimony about how she cleaned up to three times per day.
