Landlord Proved Costs of New Water Tank

Landlord applied for MCI rent hikes based on the installation of a new water tank. The DRA ruled against landlord based on landlord's failure to submit a signed copy of the contract for the work. Landlord appealed and won. Although the contract wasn't signed, landlord submitted copies of canceled checks proving payment, and no tenants objected to landlord's MCI application.
