Landlord Proved Cost of New Kitchen Sink

Tenant complained of a rent overcharge. Landlord claimed, among other things, that it had installed a new kitchen sink in tenant's apartment before she moved in. The DRA ruled for tenant and reduced her rent. Landlord appealed. The DHCR ruled for landlord, granting a rent increase for the new sink. Landlord had submitted a contractor's invoice and sworn statements from the contractor showing that the sink was installed shortly before tenant moved in and that the contractor was paid in full in cash.
