Landlord Proved Cost of Improvements

Tenant filed a fair market rent appeal. The DRA ruled against tenant. Based on comparability data and individual apartment improvements, the rent charged was less than the fair market rent. Tenant appealed and lost. Landlord proved that it made improvements to the apartment costing $46,000 through submission of invoices and canceled checks for substantial rehabilitation work to the apartment.
