Landlord Properly Offered Occupant a Vacancy Lease After Tenant Died

Occupant of rent-stabilized apartment, who had been prior tenant's roommate, complained that landlord refused to offer him a renewal lease after tenant died. Instead, landlord offered occupant a vacancy lease. The DRA ruled against occupant, who appealed and lost. Occupant didn't claim succession rights to the apartment and wasn't a family member of the deceased tenant. Landlord therefore properly offered him a vacancy lease.
