Landlord Properly Maintained Building Security System

Rent-stabilized tenants complained of a reduction in building-wide services. They claimed that: (a) the building's entrance door lock was constantly jammed with paper, allowing trespassers; (b) the security cameras in the hallways on each floor had blind spots and didn't capture corner apartments; and (c) security cameras weren't monitored by building management despite notice to landlord of trespassers.

The DRA ruled against tenants, who appealed and lost. DHCR inspections showed the vestibule door lock to be working, found no blind spots in camera coverage, and found that cameras were monitored from the management office 24/7 and footage was saved for 30 days. Tenants argued that landlord didn't take action against complaints about trespassers. But the NYPD had been notified about alleged trespasser activity at the building.
