Landlord Properly Collected Rent Surcharges for Appliances

Rent-stabilized tenant complained of rent overcharge based on air conditioner and washing machine surcharges collected by landlord. Tenant claimed that she had the appliances for 34 years, but landlord started billing for them only in 2005. The DRA ruled against tenant, who appealed and lost. Tenant submitted no proof that she had installed the air conditioner or washing machine in 1990 and couldn't rebut landlord's claim that it started billing the lawful surcharges when it discovered these items in 2005.
