Landlord Performed Renovation Work Without Permit

DOB issued a violation notice to landlord for doing partition, plumbing, and electrical work in an apartment without first getting a permit. Landlord objected. DOB ruled against landlord and fined him $800. Landlord appealed, claiming that someone from DOB had told him that no permit was needed. ECB ruled against landlord. Landlord was required by law to get a permit before doing any alteration or plumbing work.
