Landlord Performed Apartment Alteration Work Without Permit

DOB issued a violation notice to landlord for work without a permit after seeing new waste and water lines installed in a kitchen and bathroom, a new shower body and bathroom faucet, and gas lines to the stove in the kitchen. DOB also issued a full stop-work order. Landlord claimed that it had hired a contractor and filed a limited alteration application in May 2017. But the application was denied in June 2017 in error because DOB's records indicated that landlord hadn't paid the penalty for the violation. The ALJ ruled against landlord and fined it $1,600.
