Landlord Not Responsible for Maintaining Linoleum

Tenant complained of a reduction in services based on holes in the kitchen floor linoleum. The DRA ruled for tenant and reduced his rent. Landlord appealed, pointing out that the linoleum was installed by tenant and that landlord therefore wasn't responsible for maintaining it. The DHCR ruled for landlord and revoked the rent reduction. Tenant admitted that he had installed the linoleum.
