Landlord Never Gave Lease to Tenant

Landlord had even ignored a prior DHCR order directing landlord to give tenant a lease. The DHCR ruled for tenant. Landlord had charged tenant renewal increases. But landlord wasn't entitled to collect rent guidelines increases without giving tenant a lease.
