Landlord Must Upgrade Master Antenna

Landlord asked the DHCR if it was responsible for the cost of converting from analog to digital television service in a rent-stabilized building with a master antenna. In an opinion letter, the DHCR said that landlord would have to upgrade the master antenna or find another technological alternative, so that tenants could continue to have television service after the conversion to digital required by federal law. But tenants would be responsible for buying, at their own expense, analog-to-digital converter boxes for their televisions.

The DHCR also mentioned that the federal government had established a television converter box coupon program that could be accessed at www.dtv2009.gov.
