Landlord Must Restore Washer/Dryer

The DRA granted tenants a rent reduction for decrease in services based on the lack of a washer and dryer. Landlord later applied for rent restoration. The DRA ruled against landlord. Landlord appealed, claiming that tenant's apartment was too small to install a washer and dryer. But the DRA had ordered landlord to either install a washer and dryer in tenant's apartment or in the basement. Landlord had done neither. So the DRA properly denied landlord's rent restorationapplication.
