Landlord Must Remove and Reinstall Window Gates

Landlord applied for MCI rent hikes based on the installation of replacement windows. The DRA ruled for landlord, and tenants appealed, claiming that they had to remove and then reinstall window gates when landlord installed the new windows. Landlord hadn't reimbursed them for this expense. The DHCR ruled for tenants. Since landlord consented to the installation of window gates, landlord must pay for their removal and reinstallation.
