Rent-stabilized tenant complained that landlord refused to add the name of tenant’s wife to tenant’s renewal lease. The DRA ruled for tenant and directed landlord to add the wife’s name. Landlord appealed and lost. Landlord claimed that neither tenant nor his wife lived in the apartment, that the marriage certificate was void, and that tenant and his wife owned a house elsewhere. But tenant presented a valid marriage certificate and showed that his wife was listed at the apartment address on a NYC Identification Card and on Con Edison bills.
