Landlord Must Give Tenant Rent-Stabilized Lease

Tenant complained that landlord refused to give him a vacancy lease. Tenant said he had been paying rent to landlord since 2001. The DRA ruled for tenant and ordered landlord to give tenant a lease. Landlord appealed and lost. Landlord claimed that it thought tenant was paying rent on behalf of prior tenant. Landlord never gave tenant a key or a receipt. The DHCR said landlord's claim wasn't believable, and landlord admitted it accepted rent from tenant during the period in question.
